General Statement of Job
The purpose of this position is to plan, organize, direct, and manage the professional engineering programs, projects, and services of the City of Lauderhill, under the general direction of the Development Services Director or designee. The City Engineer directs the design, review, permitting, and construction of the City's infrastructure, including streets, stormwater, water, sewer, traffic, and public facilities, assists in the administration of the City's Capital Improvement Program, oversees the engineering review of private development, and serves as the City's principal technical authority and advisor on engineering matters. This is a management classification distinguished by broad independent judgment, responsible for professional and technical processes and accountability for programs that affect multiple departments and Citywide operations. Performs other work as requested.

Engineering Program Management & Leadership
- Plans, organizes, directs, and evaluates the engineering programs, functions, and staff of the City; establishes goals, objectives, policies, priorities, and work standards for the Engineering Division.
- Serves as the City's chief engineering authority and principal engineering advisor to the Development Services Director, City Manager, City Commission, boards, and department directors on complex and sensitive engineering matters.
- Supervises professional, para-professional, technical, and administrative staff directly or through subordinate supervisors, as assigned; selects, trains, assigns, and evaluates personnel; establishes and monitors performance objectives; and initiates corrective and disciplinary action consistent with City policy.
- Develops, administers, and monitors the Engineering Division budget; forecasts staffing, equipment, materials, and resource needs; approves expenditures; and implements mid-year adjustments.
- Maintains awareness of current developments, laws, regulations, and best practices in municipal engineering; recommends modifications to City engineering standards, policies, and procedures accordingly.
- Assists in the development, implementation, and administration of the City's Capital Improvement Program (CIP), including engineering design, survey, field assessment, and construction management for public infrastructure.
- Oversees the preparation and review of plans, specifications, cost estimates, engineering reports, contract documents, and proposed ordinances submitted by City staff and consulting engineers.
- Selects, oversees, and evaluates consulting engineering services; prepares requests for proposals; negotiates and administers professional service agreements; and provides technical direction and interpretation to consultants and contractors.
- Directs and reviews construction inspection activities to ensure that City projects comply with approved plans, specifications, codes, standards, and schedules.
- Identifies infrastructure needs and formulates long-range plans for the community's streets, stormwater, utilities, traffic, and public facilities in coordination with other management personnel.
- Directs and oversees the engineering review of private development, subdivision, platting, site plan, easement, and right-of-way applications to ensure compliance with City codes, engineering and design standards, and applicable state and federal regulations.
- Serves as the Engineering representative on the City's Development Review Committee and in the land development and permitting process; establishes, reviews, and enforces conditions of approval.
- Reviews and approves plats, plans, drainage, and site development documents; interprets and enforces engineering codes, criteria, ordinances, and design standards; and recommends updates to the City's engineering standards and land development regulations.
- Serves as, or directs, the City's Traffic Engineering function, including the design, operation, and management of the transportation network, traffic signal systems, and traffic control systems.
- Ensures that the impacts of land use actions and development on City infrastructure are properly evaluated, mitigated, and documented.
- Coordinates the City's engineering activities with other City departments and with public agencies, utilities, regulatory bodies, and private entities.
- Prepares and presents complex and technical reports, studies, and recommendations to the City Manager, City Commission, boards, professional organizations, and the public.
- Responds to and resolves inquiries and complaints from residents, businesses, developers, contractors, and officials regarding engineering matters, exercising sound customer service and conflict resolution.
- Serves as liaison and City representative on boards, committees, and intergovernmental matters as required.
- Attends conferences, seminars, and training to maintain technical and professional development and to maintain professional registration.
- Performs other duties as assigned.
Minimum and Preferred Qualifications
- Bachelor's degree in Civil Engineering from an accredited college or university; AND
- Seven (7) years of progressively responsible professional municipal engineering experience, including three (3) years of supervisory or administrative responsibility; AND
- Registration as a Professional Engineer (P.E.) in the State of Florida, or the ability to obtain Florida registration by endorsement/comity within six (6) months of hire; AND
- Valid State of Florida Driver's License.
Preferred Qualifications:
- Master's degree in Civil Engineering, Engineering Management, Public Administration, or a closely related field.
- Registration as a Professional Land Surveyor in the State of Florida.
- Certified Floodplain Manager (CFM) certification.
- Experience with South Florida municipal stormwater, utility, and transportation systems and with regional regulatory agencies (e.g., SFWMD, FDOT, Broward County, DERM).
