The Social Worker Program Coordinator works as the Chief, Mental Health Clinic within the Mental HealthService Line (MHSL) at the Sergeant Ernest I. "Boots" Thomas VA Clinic in Tallahassee, FL. The Social Worker Program Coordinator manages all administrative and clinical aspects of the programs.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Social Worker Program Coordinator manages the daily operations of the program, develop policies and procedures for the program operation and prepares reports and statistics for the clinic, service line, facility, VISN, and national use. The Social Worker Program Coordinator utilizes funding data related to the program regarding day-to-day functioning and program evaluation.

The Social Worker Program Coordinator has responsibility for coordinating interdisciplinary staffing, work assignments and admission criteria of the program.The Social Worker Program Coordinator supervises an interdisciplinary team of professionals, to include, but not limited to psychiatrists/physicians, clinical psychologists, clinical social workers, RNs, APRNs, LMFTs, administrative staff, and others assigned to the program.

Duties may include but are not limited to:

  • Provides day to day operations management to a team of interdisciplinary professionals including psychiatrists/physicians, clinical psychologists, clinical social workers, RNs, APRNs, LMFTs, and others assigned to the program.
  • Responsible for the overall oversight of clinical services provided by staff, must assess on-going training needs, and completes competencies/performance reviews/plans efficiently and effectively in collaboration with the discipline chief(s).
  • The incumbent exercises supervisor authorities and responsibilities involved in work assignment and review as well as, the administrative and personnel management functions relative to the staff supervised.
  • Consistently reviews clinical profiles to ensure appropriate appointment management process and appropriate workload credit is being achieved for the individual employee as well as, MHSL and respective disciplines.
  • Implements system redesign projects and/or participates in funded formal research, when appropriate.
  • Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities based on monitoring activities and program reviews, and the development and analysis of information..
  • Responsible for key project activities related to the planning, development, and implementation of the project component.
  • Performs other related duties as assigned.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

BASIC REQUIREMENTS - The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
  • Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

GRADE REQUIREMENTS

In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Social Worker (Program Coordinator), GS-13

  • Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the Advanced Practice Level AND must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities (KSA's):

In addition to the experience above, the candidate must demonstrate all of the following KSAs:

  • Skill in coordinating and implementing one or more specialty program(s), across the facility.
  • Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
  • Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  • Knowledge of organizational structure and impact on program operations.

Preferred Experience: Experience supervising multi-discipline clinicians in an outpatient mental health clinical setting.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. The work is primarily sedentary, but may require some walking, bending, stooping, standing, stretching and carrying objects. The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
